Overheating is now a facilities risk: what UK businesses and estates teams should do now
What has happened?
The UK’s Climate Change Committee has warned that the country is now “built for a climate that no longer exists,” with overheating becoming one of the biggest immediate risks to health, buildings and infrastructure. The report says temperatures above 40°C could become increasingly common by 2050 and warns that the UK is not adapting quickly enough to rising heat risk.
The committee says around nine in ten UK homes are already likely to overheat, while hospitals, care homes, schools and workplaces will all face growing pressure during periods of extreme heat. It also says cooling, shading, ventilation and operational adaptation now need urgent attention.
For FM teams, estates managers and workplace operators, this is not just an environmental story. It is a service delivery, compliance and operational resilience story.
Why this matters for FM and workplace operations
Extreme heat changes how buildings behave.
When temperatures rise, pressure increases on ventilation systems, cooling systems, cleaning schedules, waste areas, staffing routines and occupancy comfort. Productivity can fall, complaints can increase, equipment can become less reliable and some environments may become difficult to operate safely.
The Health and Safety Executive already states that heat is a workplace hazard which employers must assess and manage like any other operational risk. Although there is currently no legal maximum workplace temperature in the UK, employers still have duties under health and safety law to provide a reasonable working environment and control risk appropriately.

Investors, insurers, workforce teams and procurement functions increasingly expect organisations to show how buildings and operations will remain functional during extreme weather conditions. Public sector estates face particular pressure because schools, hospitals and care settings often support vulnerable people. The Climate Change Committee specifically highlighted the need for stronger cooling and protection measures across healthcare and education environments.
